This study examined the prevalence and risk factors of domestic violence among women during the COVID-19 pandemic in selected barangays of Naga City and developed an intervention program to strengthen prevention and support services. The study was anchored on the Psycho-Pathological Theory, Resource Theory, Feminist Theory, and Cycle Theory of Violence. A quantitative descriptive-correlational research design was employed involving 30 women with officially reported domestic violence cases selected through purposive sampling from three barangays with the highest reported cases. Data were gathered using a researcher-made, validated questionnaire and analyzed using frequency, percentage, mean, and multiple linear regression. The findings revealed that most respondents were young adults, had five to six children, had been in a relationship for one to thirteen years, were secondary school graduates, employed, and belonged to low-income households. Emotional or psychological violence emerged as the most prevalent form of domestic violence, followed by physical, economic, and sexual violence, although all forms were rated with very low prevalence. Among the identified risk factors, societal factors ranked highest, followed by individual, community, and relationship factors. Multiple regression analysis showed that the number of children was significantly associated with emotional violence, while monthly income was significantly associated with sexual violence. Based on these findings, the study proposed Project H.O.P.E. (Honing, Offering, Preventing, and Empowering), a community-based intervention focusing on awareness, prevention, empowerment, psychosocial support, and collaboration among local stakeholders. The study concludes that strengthening coordinated community programs, support services, and preventive interventions can enhance the protection and well-being of women affected by domestic violence. This study supports Sustainable Development Goal (SDG) 3 by promoting women's health and well-being and SDG 5 by advancing efforts to prevent violence against women and strengthen gender equality. The proposed intervention contributes to public health, institutional, and community sustainability by providing evidence to guide policies and programs that promote safer communities and improve support services for women.
