Strategic Management in Technical-Vocational Education and Training (TVET): Strengthening Program Sustainability and Industry Alignment in Masbate Province

Abstract

This study investigated the strategic management practices of Technical-Vocational Education and Training (TVET) institutions in Masbate Province during the 2024–2025 academic year, focusing on enhancing program sustainability and industry alignment. Utilizing an explanatory-sequential mixed-methods design, data were gathered from top-level administrators across all 22 TESDA-accredited providers within the province's Second Congressional District. The findings revealed a fragmented approach to strategic management; while institutions heavily prioritized external collaborations with industries and local government units (72.72%), essential internal practices like curriculum updates (18.18%) and strategic planning (13.64%) were significantly underutilized. Program sustainability is primarily threatened by funding limitations (59.09%), qualified trainer shortages (50%), and weak industry linkages. Although 91% of institutions perceived their programs as highly or well-aligned with industry needs through internships and shared resources, collaboration remains un-institutionalized, lacking formal advisory boards and curriculum co-development. Consequently, it is concluded that weak internal management and structural gaps hinder long-term viability and market responsiveness. The study recommends that TVET institutions formalize strategic planning, secure diversified funding, and institutionalize industry advisory councils. Additionally, targeted trainer development programs and continuous labor market assessments are essential to foster regional economic development and sustainable programming.
