This study assessed the effectiveness of the Sports Development Program in public elementary schools in Teresa District, Schools Division Office of Rizal for School Year 2025–2026. Using a descriptive survey research design, the study gathered data from 65 teacher-coaches and 180 pupil-athletes across selected schools, including Abuyod Elementary School, Bagumbayan Elementary School, Pantay Elementary School, Prinza Elementary School, Quiterio San Jose Elementary School, Sitio Ibabaw I Elementary School, and Teresa Elementary School. A researcher-made questionnaire checklist was utilized to evaluate the program’s effectiveness in terms of athlete training, coach development, sports facilities and equipment, and school support. Respondents were also described based on their demographic and socio-economic profiles.Findings revealed that teacher-coaches are mostly 31 years old and above, female, married, and experienced in service for 10 years or more, with many pursuing graduate studies and attending in-service trainings. Pupil-athletes are predominantly aged 10–12 years old, female, and come from families with moderate to low income and parents who are mostly employed and have attained college education. Teacher-coaches perceived the program as very much effective in athlete training and much effective in other aspects, while pupil-athletes rated it as much effective overall, except for sports facilities and equipment, which were rated less effective. Significant differences were found between the perceptions of the two groups regarding athlete training, while no significant differences were observed in other aspects. Additionally, demographic variables such as educational attainment, length of service, and training attendance influenced teacher-coaches’ perceptions, while pupil-athletes’ profiles also affected their assessments. The study concluded that while the Sports Development Program is generally effective, improvements are needed in facilities and equipment, and that stakeholders’ backgrounds influence their perceptions. It is recommended that school administrators enhance program support through increased funding and improved sports infrastructure.
