Abstract

This descriptive quantitative study assessed the utilization of, challenges, and barriers to Newborn Hearing Screening (NHS) implementation in three Legazpi City Health Office lying-in clinics Taysan, Banquerohan, Buyuan from 2021-2024, guided by Donabedian's Model of Quality Care. Among 762 total deliveries, screening utilization improved from 26.5% (2021) to 70.7% (2024), though facility variations persisted. Parents (n=31) and healthcare workers (n=34) identified accessibility (WM=4.94, Strongly Agree), financial constraints, and distance as primary barriers, while cultural beliefs showed minimal impact (WM=2.37, Disagree). Information via barangay health workers/prenatal consultations proved most effective. Recommendations include MOAs for free transport, PhilHealth NCP expansion, and integrated prenatal education.
